Sir/Madam,
As you are aware, RFP for Selection of Third Party Agencies for Monitoring of Training
and Assessments Processes in Skill Development Initiative Scheme was released on 24-102014. Pre-bid meeting to address the queries was held on 18-11-2014 in Shram Shakti
Bhavan, New Delhi.
Corrigendum is issued for the modifications in the RFP document. Clarifications to
most of the pre-bid queries were provided during the pre-bid meeting. For the benefit of those
who did not participate in the pre-bid meeting, all the queries and responses are also placed
in this document along with the corrigendum.
The last date for submission of bids in the prescribed format is 3.00 pm on 15th
December 2014. All the bidders are requested to make note of the changes and
clarifications and submit their proposals accordingly.

In the zone allotted, 100 planned training center
visits shall be undertaken by the Third Party
Monitoring agency for 3 month duration cycle every
year. Out of which 50 visits shall be for training

20 visits for feedback and complain as instructed
by DGE&T shall be accommodated among the

monitoring. In case of Zone 9 and Zone 10, 50
training center visits shall be undertaken for 3
month duration. Third party agencies selected
for Zone 1 – 8 shall visit 400 training centers per
year whereas agencies selected for Zone 9 & 10
shall visit 200 training centers per year.

Separate target for training process monitoring and
assessment process monitoring will not be enforced
if the number of functional VTP is less during a
particular quarter. In one VTP, multiple batches may
be in progress. Hence more number of assessment
monitoring visits may be carried out. Monitoring
agencies shall also be asked to monitor training and
assessment process in Recognition of Prior Learning
(RPL) for construction sector training.

Roles & Responsibilities of the Third Party
Monitoring agency
Clause 4. 7: Third Party monitoring agency shall set
up an office in the zone after the award of contract, if
an office is not functional in that zone already.
The Third Party monitoring agency shall enter the
monitoring data within 72 hours of the visit to training
center for process monitoring or inspection and
maintain the proofs and evidence collected during
the monitoring for one year from the date of payment
for a particular cycle.
State directorates, RDAT and DGE&T receive
complaints or feedbacks about malpractices or
deviations in training centers. Third Party monitoring
agency shall visit those training centers on the
directions of state directorate or DGE&T and carry
out inspection within 7 days from date of intimation
by State/UT/RDAT/DGET.
